The Planning Commission shall have all powers to consider the location, construction, reconstruction and vacation of public buildings, thoroughfares and public and private utilities, and the platting of developments, and such other powers as are now or may hereafter be conferred upon it by the laws of Ohio or by ordinance of Council. No public building, street, boulevard, parkway, park, playground, bridge, tunnel, publicly or privately owned utility or part thereof shall be constructed or authorized to be constructed in the Village, nor shall any street, avenue, parkway, boulevard or alley be opened for any purpose whatsoever, nor shall any street, avenue, parkway, boulevard or alley be widened, narrowed, relocated, vacated, or its use changed, or any ordinance referring to zoning or other regulations controlling the use or development of land, be adopted unless and until it shall have been submitted to the Planning Commission for report and recommendation. The Planning Commission shall have not less than thirty (30) days in which to consider such referred matter and to make its report and/or recommendation to Council. If no report and/or recommendation to Council shall be forth-coming from the Planning Commission in the time allowed, the referred matter shall be deemed to have been approved. If the Planning Commission has initially proposed such a matter to Council in the form of an ordinance, then the provisions herein of referral to the Planning Commission for report and recommendation shall not be applicable. Any ordinance disapproved by the Planning Commission, but sought to be adopted by the Council in the form submitted by it to the Planning Commission, or in an amended or modified form from that proposed by the Planning Commission, shall require five (5) votes by Council to adopt it.
