The Constitution and general laws of Ohio shall apply to and govern the establishment of a Police Department and of a Fire Department, and also the appointment, term of service, removal from office, compensation, pension and relief funds, training, maintenance, compensation, duties, equipment, and all other matters relating to personnel and equipment of said departments. Provided, however, that for special times or periods, not to exceed three (3) consecutive days at any one time, the Mayor with the consent of Council may appoint specifically named persons to act as Deputy Marshalls for such special time or period designated, at the expiration of which their official capacity as Deputy Marshall shall cease.
