(a) In addition to all other provisions contained in this chapter, whenever the Building Inspector ascertains that noxious weeds or excessive growths, as set forth in Section 521.11, are growing on lots or lands within the Village, he shall only in the instances where Section 521.13 is invoked, cause written notice to be served upon the owner, occupant or person in control of such lot or lands, that noxious weeds or other excessive growths are growing on such lands, and shall order the owner, occupant or person in control of such lot or lands, to destroy such noxious weeds or excessive growths by any of the methods set forth in Section 521.11, and that such destruction must be commenced and completed within five (5) days after the service of such notice.
(b) The notice may be served by delivering it personally to the owner or leaving it at the owner’s usual place of business or residence, or by posting it in a conspicuous place on the real estate, building or structure involved, or by certified mail to the owner, or by publishing it once in a newspaper of general circulation within the Village if it cannot be served in any other ways above mentioned. A copy of said notice will also be served upon the Council members in whose ward the structure or nuisance is located.
