All openings, excavations or tunneling that are approved by the issuance of a permit as described in Section 1329.01 are subject to the inspection and supervision of the Village Chief Building Official and Village Engineer. If the Chief Building Official or Village Engineer, upon such inspection and/or supervision, determines that the opening, excavation, or tunneling is not being performed properly, the Village Chief Building Official or Village Engineer may order the permittee to stop such opening, excavation, or tunneling. The permittee can resume such opening, excavation, or tunneling only if such opening, excavation, or tunneling is conducted in accordance with the Village Chief Building Official or Village Engineer's specifications
