No construction permit pursuant to Section 1301.11 shall be issued for a project where there is no permanent driveway already in place at the construction site until the applicant posts a one thousand dollar ($1,000) cash bond to be used by the Village for cleaning the Village streets in the event mud and dirt are tracked into the Village streets due to the applicant's failure to build or properly maintain a construction roadway at the project site. In the event the cash bond is entirely expended for street cleaning purposes, the permit holder shall, upon notification by the Village, replenish said bond immediately. The temporary construction driveway shall be built as follows:
(a) Topsoil shall first be removed in a ten (10) foot wide strip from the street to the building.
(b) A fabric base shall be laid down for the entire length of such temporary driveway.
(c) A six (6) inch layer of #304 aggregate shall be placed on top of the fabric.
(d) The aggregate shall be replenished as necessary to prevent mud and dirt from coming up through the aggregate or upon orders of the Village Engineer or the Chief Building Official.
