(a) Permits Required. No construction of or additions, alterations, or repairs to any premises or building or structure thereon or appurtenances thereof shall be commenced or continued until and unless a permit therefor has been applied for and issued, and the fees therefor, as prescribed herein, are paid in full to the Village. However, should a Homeowners' Association (HOA) have a restriction on any residential parcel of land that has not been invalidated by an order of a court of competent jurisdiction, no building permit may be applied for until the applicant submits the written approval of the Homeowners' Association to the Inspector of Buildings.
(b) Permit Application. An application for a building permit shall be signed by the owner or his authorized agent and shall be filed with the Chief Building Official on a form furnished by the Glenwillow Building Department.
(c) Submission of Plans and Specifications. An application for a building permit shall be accompanied by the plans and specifications required by the OBC or the RCO, with specifications either on drawings or as a separate document. In addition to the requirements established in the OBC and the RCO, the plans shall contain the name and address of the owner, the person who prepared them, and an estimated completion time.
(d) Fees. The fees prescribed in this section shall be additive and separate fees shall be paid for each of the items listed. The following fees and deposits shall be charged for all building and zoning applications and permits pursuant to the ordinances of the Village.
(1) Residential. New or existing dwelling unit.

In addition to the above, at the discretion of the Chief Building Official, additional fees up to the amount of $180.00 may be charged to cover extra supervision and inspections, according to the nature of the work and the time involved. All charges from public utilities involved, and occasioned by the moving, are to be paid by the owner or mover. Mover is to provide the Building Department with adequate cash deposit to secure the payment of all of the above obligations. (Minimum cash deposit of $1,200).

1. The fee for a permit to alter, construct, install or erect any building or structure or equipment not specifically covered under this schedule of fees shall be three-fourths (3/4) of one percent (1%) of the estimated costs, except that no permit shall be issued for a fee of less than seventy-five dollars ($75.00).
2. Charge for Reinspection: A charge of $75.00 shall be made for each reinspection. Purpose of Fees:
The permit fees are intended to cover the Inspector's time required to examine the plans and to make the required on- site inspections. The Chief Building Official may require plans be submitted in greater detail as he may determine necessary. Any additional costs incurred by the Village for such additional inspections shall also incur a seventy-five dollar ($75.00) reinspection fee.
Z. Sanitary/Storm New/Repair/Replace: $200.00
(2) Residential Additions, Alterations, Remodeling, Replacement.
A. Additions to any residential building structure - $75.00 per required inspection.
B. Alterations, remodeling, structural repairs or any existing buildings or structures where no additional floor space is added: $75.00 per required inspection.

(4) Fees for Investigation (Codified Ordinances Section 1175.01). For sanitary and storm sewers, water lines, exterior electrical, paving, outbuildings, etc.
A. Residential and Commercial.
1. New Construction: Three percent (3%) of the total value of improvements.
2. Alteration To Existing Structure: Two percent (2%) of the total value of improvements.
(5) Miscellaneous Fees.

F. Charge for Reinspection. (f) Permit Issuance.
(1) Approval. If the Chief Building Official is satisfied that the work described in an application for a permit and the plans and specifications filed therewith conform to and comply with the requirements of the Architectural Board of Review, this Building Code, the Zoning Code, and other pertinent laws and ordinances, and upon payment of the required fee, he shall issue or authorize the issuance of a building permit.
(2) Disapproval. If the application for a building permit and the plans and specifications filed therewith describe work which does not conform to the requirements of this Building Code or other pertinent laws or ordinances, or does not contain sufficient information, the Chief Building Official shall not issue a permit but shall return the plans and specifications to the applicant with his refusal to issue such permit. The Chief Building Official shall give in writing such reasons for rejection.

(h) Fees for Professional Services. In addition to any other fees or deposits required by this or any other section of the Codified Ordinances, the Chief Building Official shall charge and collect a fee in an amount as determined by the Chief Building Official relative to the professional service required. This fee is to reimburse the Village for expenses incurred for architectural, engineering, legal or other professional services rendered as a result of the filing of an application or investigation for a building permit and a review of the building plans submitted therewith or inspection/report as required. All charges to applicants for professional services of the Village Architect, Village Engineer or Village Law Director shall be at the rates set forth in their contracts with the Village as evidenced by statements of the respective professionals at the conclusion of their review. In the event that the Chief Building Official determines that the monies collected by an applicant are depleted, then the applicant shall be required to pay additional monies to re-establish the fund as determined by the scope of the proposed work.
