In their review of the exterior design of buildings and structures, the Architectural Review Board shall consider the following criteria, which are hereby set forth to ensure that such building or structure is not detrimental to its surroundings by reason of:
(a) Excessive Similarity. To any other building or structure, existing or for which a permit has been issued, or to any other building or structure included in the same permit application, facing upon the same street and within 150 feet of the proposed site, with respect to one or more of the following features of exterior design and appearance:
(1) Apparently identical facade, bulk and mass of building;
(2) Substantially identical size and arrangement of either the entrance, windows or other openings or breaks in the facade facing the street, including a direct reverse arrangement; or
(3) Other significant identical features, such as, but not limited to, materials, roof line and height or other design elements, provided it is found that the excessive similarity is of such a nature as to be expected to provoke adverse effects set forth in Section 1111.04(e)(1)D.
(b) Excessive Dissimilarity.
(1) There should not be an inappropriateness in relation to any other building or structure, existing or for which a permit has been issued, or to any other building or structure included in the same permit application, facing upon the same street and within 150 feet of the proposed site, with respect to significant design features such as material or quality of architectural design, provided it is found that the excessive dissimilarity is of such nature as to be expected to provoke adverse effects set forth in Section 1111.04(e)(1)D; or
(2) The quantity and placement of proposed landscaping for new construction should be similar to the surrounding neighborhood.
(c) Architectural Character.
(1) An underlying architectural character should prevail. There should be some repetition of basic elements through harmony of colors and common scale. However, each individual dwelling should have an identity and the result should be an aesthetic unity.
(2) The exterior architectural character and functional plan of the structure(s)shall not be at such variance with existing structure(s) or structure(s) being built in the immediate neighborhood or zoning district so as to cause substantial depreciation in the property values of such existing structure(s) or structure(s) being built.
(3) All buildings shall be set at proper grades and otherwise in proper relation to the proposed surroundings, provided that the findings should not be based on personal preference as to taste or choice of architectural style and a finding of inappropriate design shall mean that it is of such nature as to produce adverse effects set forth in Section 1111.04(e)(1)D.
(d) Compatibility between Principal and Accessory Structures. Accessory buildings and structures, including but not limited to storage sheds and fences must be designed and constructed with materials and colors that are compatible with the general character and design style of the principal building.
(e) Village Center Residential District or Village Center Business District Design Criteria. In its review of applications for a project within the Village Center Residential District or Village Center Business District, the Architectural Review Board shall follow the following guidelines so as to ensure the harmonious development of a vibrant residential and business district in the Glenwillow Village Center area.
(1) Architectural Character: All buildings within the Village Center area shall have an architectural character that is harmonious with that of the existing/remaining "Company Town" buildings within the District as specified in the Glenwillow Town Center Strategic Plan.
(2) Compatibility in Design: Alteration, additions and new development shall be compatible in scale, material and character with the design of existing structures, both the subject property and those in proximity to the subject property. However, uniformity, for the sake of uniformity, shall not be required.
(3) Accessory Structures: Fences, walkways, streetlights, benches and other accessory structures located in the Village Center Area shall be compatible with the overall design of the Pettibone Road and Austin Powder Drive Streetscape as designed by the Village of Glenwillow.
(4) Signs: In additional to meeting the requirements of Chapter 1157, signs shall be compatible as determined by the Architectural Review Board in size, color, material, illumination, placement and character with the overall design of the Village Center area.
(5) Antennae and satellite dishes should not be visible from the public right-of-way so as to not detract from the overall character Village Center area.
