121.01 ANIMAL WARDEN.
   (a)   There is hereby established the part-time position of Animal Warden for the Village of Glenwillow and the duties of such office shall be to catch animals running at large in violation of Section 505.01 of the Codified Ordinances, to impound and dispose of such animals in accordance with Section 505.02, and, upon request of Village residents, to euthanize and/or otherwise dispose of (in accordance with law) nuisance animals that are captured by such residents pursuant to Village of Glenwillow Codified Ordinance Section 505.11.
   (b)   The Animal Warden shall have no duty to patrol in Village of Glenwillow; he shall instead respond on a per job basis to a call made by any Village resident or as requested by the Mayor or Police Chief.
   (c)   The Animal Warden shall also have the duty to trap dangerous or sick wild animals at the cost of the Village if, in his discretion, such animal possess a threat to the health, safety and welfare of the residents of the Village or if the Mayor or Police Chief requests such action.
   (d)   All other domestic or wild animal complaints in the Village that, upon investigation, do not constitute a violation of Village ordinances, as set forth in subsection (a) hereof, or in the discretion of the Animal Warden do not constitute a threat to the health, safety, and welfare of the Village as set forth in subsection (c) hereof, shall not be the responsibility of the Village to correct. However, where an animal has become a nuisance to a private resident, after notice to such private resident that it is a private problem, such private resident, while not required to do so, may reach a private agreement with the Animal Warden to resolve such problem on a private fee basis, the payment for which the Village shall not be responsible, and the Animal Warden is permitted to do such private fee work so long as it is on his own time and not the time of the Village.
   (e)   Deer, black bear and wild turkey may only be trapped with the written permission of the division of wildlife.
   (f)   All animals trapped by the animal warden must be released outside the Village’s corporate limits in accordance with state law, provided that raccoons, skunks, opossum, coyote and fox shall be euthanized, or released on site.
   (g)   Except as provided in subsection (f), no animal shall be euthanized or killed without the approval of the representative of the division of wildlife.
   (h)   The person appointed to the part-time position of Animal Warden shall be compensated for time spent on Village duties as described in this section as a part-time employee at an hourly rate as determined by Council from time to time.
   (i)   The Mayor shall have all executive powers over such position of Animal Warden pursuant to Article V, Section 8 of the Charter.
