For the purpose of nominating and electing officers of the Village, fixing the compensation of those to be elected in 1959, and establishing the provisions of Article II and Article XIII, Section 8 herein, this Charter shall be in effect from and after the date of its approval by the electors of the Village; and for all other purposes the Charter shall be in effect on and after the first day of January, 1960.
