SECTION XIII-5. Public Bidding.
   The Council may authorize in specific cases expenditures of the funds of the Village in amounts exceeding the limitations set forth in Revised Code Section 735.05 (or its successor section) without public bidding, for the acquisition of real estate, for the discharge of non- contractual claims against the Village, for personal services, for the joint use of facilities or exercise of powers with other political subdivisions, or for the product or services of public utilities (including those municipally operated), but no other expenditure of more than the limitations set forth in Revised Code Section 735.05 (or its successor section) shall be made except pursuant to contract made with the lowest and best bidder, after public advertising and receipt of bids in the manner provided by the general laws of the State of Ohio or by ordinance as provided in this Charter.
 
   Expenditures of funds up to and including the limitations currently set forth in Revised Code Section 735.05 (or its appropriate successor section) may be authorized without public advertising and bids, but Council in any particular case may so require. All contracts shall be entered into by the Mayor on behalf of the Village, and shall be in writing unless Council in authorizing legislation dispenses with the requirement of a written contract.
