The City Engineer or authorized representative shall place and maintain traffic control signs, signals, markings and devices when and as required under the traffic ordinances of the City to make effective the provisions of the ordinances, and may place and maintain such additional traffic control devices as the City Council may designate. All regulatory and directory traffic signs and signals, all crosswalks and safety zones, all street lane lines, all posted speed signs, all passenger, commercial and hotel loading zones, all taxicab and bus stands and zones, all restricted parking zones, all curb painting, all speed zones, heretofore posted, established and done, by the City Engineer or authorized representative, Police Department, Street Department and City Council shall be presumed to have been lawfully done, posted and established and by this chapter are reestablished. It is the purpose of this section to confirm and ratify all acts of departments enumerated with regard to traffic regulations and control, and the specification of those enumerated is not intended to exclude others. Officials for the City are authorized to enforce all traffic laws, including those enacted by Montana State Statute as well as those enacted by Glendive City ordinance, in the following privately owned parts of the City:
A. Casitas Del Rio mobile home park in West Glendive.
B. Glendive Plaza in West Glendive. (Ord. 01-2003, 5-20-2003)
C. West Plaza Shopping Center, including parking lots owned by and adjacent to 1515 W. Bell St. space M.
D. City leased parking lot located at 100 block of North Merrill Avenue with the following restrictions:
1. Cars and light trucks only with light trucks not to exceed load rating in excess of one ton.
2. Trucks in excess of one ton load rating will be allowed for unloading with a thirty (30) minute time limit.
3. Parking time limit of five (5) days.
4. No trailers of any type allowed. (Ord. 02-2016, 10-4-2016)
A. Prohibited At Certain Intersections: The driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction upon any street other than at an intersection, except that no such turn shall be made at any of the following intersections:
1. Any intersection in the business district.
2. Any signalized intersection.
3. Any intersection where stop signs are erected.
4. Any intersection of any alley with a street.
5. Any intersection on a curve.
6. Any intersection upon or within one hundred feet (100') of the crest of the grade.
B. Obedience To Signs: Whenever authorized signs are erected indicating that no right, left, or U-turn is permitted, no driver of a vehicle shall disobey the directions of any such sign. (Ord. 01-2003, 5-20-2003)
In addition to those places restricted to parking under State law, no person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic control device, in any of the following places:
A. Within three feet (3') of, or in front of, a public or private driveway.
B. In an alley, except while loading or unloading.
C. Within the traveled portion of a street.
D. On a boulevard owned by the City.
E. On any front or side yard unless asphalt or cement driveways and parking spaces are provided, except that this prohibition shall not be construed to prevent or make unlawful the existence or construction of a gravel driveway equal in width to the maximum width of the curb cut serving the property, or maximum allowed width allowed for driveways.
