(a) Meetings shall be held at regularly scheduled times to be established by resolution of the commission at the beginning of each calendar year or at any time upon the call of the chairperson. There shall be a minimum of two meetings per year.
(b) A quorum shall consist of two commissioners. A concurring vote of a majority of those members present and constituting a quorum is necessary to render a decision on any matter upon which the commission is authorized to act.
(c) The chairperson shall preside over all meetings of the commission. In the absence of the chairperson, the vice-chairperson shall assume the duties and responsibilities of the chair.
(d) All meetings shall be conducted in accordance with the Open Meetings Act of the State of Illinois.
(e) No member of the commission shall vote on any matter involving any property in which such commissioner has a legal or beneficial ownership interest or any other matter where such commissioner's interest would violate any provision of the Glencoe Village Code, the Illinois Municipal Code or any other law.
(f) The commission may adopt its own rules of procedures. In the absence of such rules, the commission shall conduct its business, as nearly as practicable, in accordance with Robert's Rules of Order.
(g) The commissioners shall serve without compensation.
