§ 9-18f ADOPTION OF THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2015 EDITION.
   (a)   The provisions of the International Property Maintenance Code, 2015 Edition, International Code Council, Inc., (hereafter referred to as the “IPMC 2015”), is hereby adopted, subject to the additions, deletions, and modifications hereinafter set forth, as criteria for the issuance and reissuance of building permits.
   (b)   The additions, deletions, and modifications to the IPMC 2009 as applicable to the Village are as follows:

Delete the Section and substitute the following new Section:
102.3 Application of other codes. Repairs, additions, or alterations to a structure, or change of occupancy, shall be done in accordance with the procedures and provisions of the Glencoe Village Code. Nothing in this code shall be construed to cancel, modify or set aside any provision of the Glencoe Zoning Code.
103.5
Delete the Section and substitute the following new Section:
103.5 Fees. All fees or costs incurred by the Village in carrying out its responsibilities under this Code shall be as indicated the Village's Comprehensive Fee and Fine Schedule.
106.4
Delete the Section and substitute the following new Section:
106.4 Violation Penalties. Any person or property owner who shall violate a provisions of this code, or fail to comply therewith, or with any of the requirements thereof, shall be subject to the penalties set forth in the village's Comprehensive Fee and Fine Schedule.

111 Appeals. Any person aggrieved by an action taken, order issued, or determination made pursuant to this Code, may appeal to the Village Manager or his or her duly designated representative for reconsideration.

Delete the Section and substitute the following new Section:
201.3 Terms defined in other codes. Where terms are not defined in this code and are defined elsewhere in Chapter 9 of the Glencoe Village Code, such terms shall have the meanings ascribed to them in those portions of Chapter 9 of the Glencoe Village Code.
302.1
Delete the Section and substitute the following new Section:
302.1 Sanitation. All exterior property and premises shall be maintained in a clean, safe, and sanitary condition. The occupant and/or owner, jointly and severally, shall keep and be responsible and liable for keeping that part of the exterior property in a clean and sanitary condition.
302.4
Add the following sentence at the end of the first paragraph of Section 302.4:
Weeds or grasses in excess of 8 inches in height shall be mowed.
302.9.1
Add the following new section 302.9.1
302.9.1 Graffiti Removal. All exterior surfaces visible to the public or from private property must be kept clean and free of graffiti. Surfaces that have been marred by graffiti must be cleaned, painted, or in some manner covered so as to effect the complete removal of the graffiti from the surface and to return the surface to a clean condition. For purposes of this Section 302.9.1, the word “graffiti” shall mean any sign, symbol, marking, name, initial, word, diagram, sketch, picture or letter that is inscribed, engraved, drawn or otherwise placed on the surface of any building, structure, wall, or pavement (including, without limitation, driveways, sidewalks, and pathways) without the consent of the owner thereof.

Add the following new section 302.10
302.10 Owner Of Property Required to Cut or Remove Weeds, Grasses or Bushes.
(A)   Unmanaged ground cover, weeds, grasses and bushes, shall not be allowed to grow in
excess of eight inches on all property within the Village.
(B)   The Village may require the property owner to cut weeds, grass, trim trees or bushes or
remove bushes, trees, buckthorn, teasel and garlic mustard which constitute a public nuisance or threat to public health, safety or welfare.
