In lieu of any fine, penalty, fee, or charge set forth in any provision of the village code, the Village Board shall by ordinance annually adopt a comprehensive schedule of fines, penalties, fees, and charges which shall be referred to in this Code as the "Comprehensive Fee and Fine Schedule." To the extent that a fine, penalty, fee, or charge is set forth in the Comprehensive Fee and Fine Schedule, then the fine, penalty, fee, or charge set forth in the Comprehensive Fee and Fine Schedule shall control over any other fine, penalty, fee, or charge provided for in the village code, notwithstanding any provision in the village code to the contrary.
