The affirmative vote of at least three commissioners shall be required to recommend that a structure, building, object, site or area be recognized as an honorary landmark, or be established as a recognized historic area. Any advisory review conference may be conducted by a subcommittee of the commission consisting of no fewer than three commissioners.
