§ 26B-3 DEFINITIONS.
   For the purpose of this chapter, certain words, phrases and terms, shall be construed as set forth in this article.
   ADDITION. Any act or process that changes the exterior architectural appearance of a structure by adding to, joining with or increasing the size or capacity of the structure.
   ADVISORY REVIEW. The procedure established in article V of this chapter to consider plans for the alteration or demolition of either a structure, building, object or site having honorary status as provided under this chapter.
   ALTERATION. Any act or process other than demolition that changes the exterior architectural appearance of any structure, building, object or site having honorary status, including without limitation the erection, construction, reconstruction, addition, repair, rehabilitation, removal, restoration or relocation of any structure.
   AREA. A specific geographic division of the village.
   BOARD OF TRUSTEES. The president and board of trustees of the Village of Glencoe.
   BUILDING. A structure having a roof that is supported by columns or walls for the shelter, support or enclosure of persons, animals or chattels.
   COMMISSION. The Glencoe historic preservation commission.
   COMMISSIONERS. The members of the commission.
   CONSTRUCTION. The act of adding an addition to, reconstructing or otherwise altering an existing structure or the act of erecting a new principal or accessory structure on a site.
   DEMOLITION. Any act or process that destroys a structure, building or object in whole or in part to the extent of 50% of its volume.
   DESIGN GUIDELINES. Standards of appropriate activity that will preserve the historic and architectural appearance and character of a structure, building, object, site or area.
   EXTERIOR ARCHITECTURAL APPEARANCE. The architectural character, general composition and general arrangement of the exterior of a structure, building, object or site, including without limitation the kind, color and texture of the building material and the type, design and character of all windows, doors, light fixtures, signs and appurtenant elements.
   HISTORIC DISTRICT. An area established as a recognized historic area under this chapter 26B or a certified historic district under chapter 26A of the village code.
   HONORARY LANDMARK. A structure, building, object and/or site established as An honorary landmark by ordinance duly passed and published by the board of trustees pursuant to this chapter 26B which has a special character or historical and/or architectural interest or value as part of the development, heritage or culture of the village, the State of Illinois or the United States, and as such is worthy of preservation, restoration and/or rehabilitation. Any structure, building, object or site identified as a Landmark by the United States Secretary of Interior in the National Register of Historic Places or by the Illinois Director of Conservation in the Illinois Register of Historic Places shall also be an honorary landmark as defined herein (unless such landmark has been certified pursuant to chapter 26A of the village code).
   HONORARY STATUS. A structure, building, object, site, or area that has been approved pursuant to this chapter 26B as an honorary landmark or a recognized historic area, or any structure, building, object, site, or area within a certified historic districts (as provided for in chapter 26A of this code) for which no declaration has been signed or recorded as provided in chapter 26A.
   LANDMARK. A structure, building, object and/or site established as an honorary landmark or a certified landmark.
   LANDMARK, CERTIFIED. A landmark established through the certification procedures set forth in chapter 26A of the village code.
   OBJECT. A material or natural thing of functional, architectural, cultural, historical, aesthetic or scientific value that may be, by nature or design, movable yet related to a specific setting or environment.
   RECOGNIZED HISTORIC AREA. An area established as a recognized historic area by ordinance duly passed and published by the board of trustees pursuant to this chapter 26B and which may contain within definable geographic boundaries one or more honorary landmarks or certified landmarks (as established pursuant to chapter 26A of the village code) and which may have within its boundaries other structures, buildings, objects or sites that, while not of such historic and/or architectural significance to be identified as landmarks, nevertheless contribute to the overall visual characteristics of the landmark or landmarks located within such historic area. Any area identified as an Historic Preservation District by the United States Secretary of Interior in the National Register of Historic Sites and Places shall also be an recognized historic area as defined herein (unless otherwise granted certified status pursuant to chapter 26A of the village code).
   REHABILITATION. The process of returning a structure, building, object or site to a state of utility, through repair, construction or alteration, which makes possible an efficient contemporary use while preserving those portions and features of the property which are significant to its historic, architectural and cultural values.
   RELOCATION. The process of moving a structure, building or object on its site or to another site.
   RESTORATION. The process of restoring, repairing or reconstructing a property, through repair, construction or alteration, to a former or original condition that enhances those portions and features of the property that are significant to its historic, architectural and cultural values.
   SITE. A single lot or parcel of property.
   STRUCTURE. Anything constructed or erected, the use of which requires permanent or temporary location on or in the ground or attached to something having a permanent location on or in the ground.
   VILLAGE. The Village of Glencoe.
