4-107 SPECIAL DEVELOPMENT AND USE REGULATIONS
   No building or premises shall hereafter be used, no building shall hereafter be erected or altered, and no accessory use pursuant to Section 5-101 of this Code shall hereafter be allowed, within any business district, unless otherwise provided in this Code, except in accordance with the following use limitations:
   A.   Exterior Appearance Review. No construction or development requiring a building permit and affecting the exterior appearance of any structure shall be permitted in any business district except upon appearance review approval pursuant to Section 7-503 of this Code and approval of the building permit application pursuant to the Glencoe Village Code.
   B.   Incidental Use. Any building primarily used for any of the above enumerated permitted or special uses may not have more than 40 percent of the floor area devoted to manufacturing or storage purposes incidental to such primary use; provided further that no more than five employees shall be engaged at any time on the premises in any such manufacturing or storage use.
   C.   Use of Lot for Residential Purposes. Whenever part of any building is used for residential purposes, such building shall be constructed on a lot having at least 1,200 square feet of lot area per dwelling unit.
   D.   Enclosed Building. All operations including sales and storage shall be conducted within a completely enclosed building, except for permitted temporary uses, operations at a financial institution drive-in facility, and the dispensing of gasoline and oil at gasoline service stations.
   E.   Products. All products produced, kept, handled, or offered for sale shall be sold only at retail on the premises.
   F.   Motor Vehicle Sales. No business establishment, other than an authorized financial institution drive-in facility or an authorized gasoline service station, shall offer goods or services directly to customers waiting in vehicles or, by design of physical facilities or by service or packaging procedures, encourage or permit customers to receive any product which may be used or consumed in a vehicle on the premises.
   G.   Exterior Lighting. All exterior lighting in the business districts shall be so arranged as to prevent direct glare of beams onto any residential district by the use of luminare cutoffs.
   H.   Noise. No noise from operations of any use in the business districts shall be detectable at any point off the zoning lot on which the use is located so as to constitute a nuisance or offense.
   I.   Glare and Heat. No glare or heat from any operations of any use in the business districts shall be detectable at any point off the zoning lot on which the use is located so as to constitute a nuisance or offense.
   J.   Air Pollution. No air pollution, including smoke or gas, odors, and particulate matter, from any operations of any use in the business districts shall be detectable at any point off the zoning lot on which the use is located, unless in compliance with all applicable regulations of the Illinois Environmental Protection Agency.
   K.   Firearm and Ammunition Sales. The sale or transfer of firearms or ammunition in connection with a business shall not be permitted within one mile of any public or private school or public park, as measured from the lot lines of the respective properties. (July 19, 2001 Amendment)
