Any person who shall violate any of the provisions of this article or any rule or regulation governing or concerning the use of water supplied through the village waterworks or water-service system, which shall have been adopted and approved by the board of trustees, shall be fined as set forth in the village’s Comprehensive Fee and Fine Schedule, except as may be otherwise provided by this article. The cutting off of the water supply to any premises or the forfeiture of water rates paid or the imposition of any liabilities or expense otherwise provided for by this article or on account of any violation of any of the provisions of this article shall not be held to exempt any such person from the imposition of the penalty provided by this section.
