§ 36-34 FLOODING VACANT PROPERTY FOR USE AS SKATING RINK.
   The village manager is duly authorized and empowered, from time to time, as he or she in his or her discretion may see fit, to permit the use of water from the village hydrants, free of charge, for the purpose of flooding vacant property, subject to the consent of the owner or such property, where it may be desired to use such property when so flooded for the purpose of skating; provided, that no charge shall be made to any person for the privilege of skating on property so flooded.
