The minimum charge for water from the water system of the village during each three-month period shall be as set forth in the village’s Comprehensive Fee and Fine Schedule, when such meter is connected to the village water main by a separate service line and when the meter has not been turned off by the village and shall be in addition to the village’s fixed charge based on the size of the water meter installed on the premises authorized by § 36-63.
