§ 36-7 APPLICATION OF ARTICLE AND RULES AND REGULATIONS OF BOARD OF TRUSTEES AS TO USE OF WATER; ENFORCEMENT OF ARTICLE, ETC.
   (a)   Every consumer of water and every owner, occupant or person in possession, charge or control of any building, structure or premises supplied at any time with water through the village waterworks or water-service system, shall be governed by and be subject to the provisions of this article and such rules and regulations as may from time to time be adopted and approved by the board of trustees governing or concerning the use of water.
   (b)   It is hereby made the duty of the superintendent of water to enforce the provisions of this article and such rules and regulations as may be so adopted.
