If at any time before the expiration of any license or certificate issued under this chapter, such license or certificate shall be revoked, the licensee shall forthwith surrender and deliver to the village manager, or his or her duly authorized representative, the license so revoked. If any person licensed hereunder shall neglect, fail or refuse to surrender and deliver such license or certificate as herein provided, the village manager shall have power, and it shall be his or her duty to seize and destroy such revoked license or certificate.
