§ 34-27 APPLICATION FORMS, FEES AND INCIDENTAL RULES; APPEALS.
   (a)   The village manager is hereby authorized to establish any incidental rules or regulations that may be necessary to implement the provisions of this article, including the preparation of application, permit or other forms. There shall be no fee charged in connection with the issuance of or application for a tree permit.
   (b)   In the event that an applicant objects to a determination of the village arborist in connection with a tree permit or tree permit application under this article, an applicant may appeal such determination of the village arborist by filing a written appeal with the village manager within ten days after the arborist's determination. The appeal shall set forth with particularity the aspect or aspects of the arborist's determination from which the appeal is sought and the basis on which the applicant believes the arborist's determination was inconsistent with the standards of this article. The village manager shall, after reviewing such written appeal and making such investigations as the manager deems necessary or appropriate, render a written decision on the appeal, which decision shall either affirm, reverse or modify the determination of the village arborist. The decision of the village manager shall be final.
