§ 34-22 DEFINITIONS.
   (a)   When used in this article, the following terms shall have the following definitions.
      APPLICANT. The owner or representative of an owner of a lot, parcel or tract on which a tree impact activity is sought.
      CALIPER. The diameter of a tree when measured at six inches above grade.
      CUTTING. The felling or removal of a tree, or any other procedure that is likely to cause the death of, or material damage or substantial injury to, a tree. CUTTING does not include normal pruning or trimming of trees.
      DESTROY or DESTRUCTION. The actual physical removal, or the effective removal, of a tree through damaging, poisoning, or other direct or indirect action resulting in or likely to result in the death of a tree.
      DIAMETER AT BREAST HEIGHT (DBH). The diameter of a tree when measured at 54 inches above grade.
      DRIP LINE. An artificial line along the ground that conforms to the perimeter of the crown of a tree and projects vertically to the ground.
      HERITAGE TREE. Any tree of the American elm, American linden, black walnut, buckeye, catalpa, gingko, hackberry, hickory, ironwood, maple (except Norway maple or silver maple), oak, osage orange, sycamore or white pine varieties.

      PRIORITY TREE.
         A.   Any tree qualifying in any of the following categories, which categories are ranked in order of priority.
            1.   PRIORITY I TREE. Any tree located on any village-owned property, including without limitation parkway and other right-of-way areas.
            2.   PRIORITY II TREE. Any tree on a lot located within a front or corner side yard of such lot and having a DBH of eight inches or more.

            3.   PRIORITY III TREE. Any tree on a lot located outside of the front or corner side yard of such lot and having a DBH of eight inches or more.

         B.   Any tree qualifying for more than one category of priority trees shall be included in the higher priority category for purposes of this article.
      REMOVABLE TREE. Any priority tree of the box elder, buckthorn, cottonwood, poplar or willow varieties, as well as any dead, diseased or hazardous trees (as determined by the village arborist).
      REPLACEMENT TREE. A tree installed pursuant to a tree permit to replace a priority tree that an applicant has been authorized to cut or destroy.
      TOPPING. The act of removing or shearing off the top of a tree.
      TREE IMPACT ACTIVITY. Any activity that will or is likely to involve or result in:
         A.   The subdivision of any lot, parcel or tract of land in the village;
         B.   Any work on a lot for which a building permit is required (unless such building permit is limited exclusively to interior work on existing building space); or
         C.   The cutting or destruction of a priority tree or taking actions that will likely result in the cutting or destruction of a priority tree.
      VILLAGE ARBORIST. An employee or consultant of the village designated by the director of public works who is trained or skilled in the diagnosis of the condition of shade trees, ornamental trees and/or shrubs and their treatment. There may at any time be more than one village arborist.
   (b)   Any term used in this article that is not defined in this section, but that is defined in the Glencoe zoning code, shall have the meaning ascribed to it by the zoning code.
