In the enforcement of this article, the village manager may enter upon private property at all reasonable hours for purposes of inspecting trees thereon, and may remove such specimens as are required for purposes of analysis to determine whether or not the same are infected. When the village manager is unable to effect voluntary entry onto private real estate for the purpose of inspecting the trees thereon, the village manager shall seek the necessary authorization to make or cause entry to be made onto the real estate.
