The board of trustees or the president of the village may appoint any officer or other person to carry out the intent or purpose of this article, who shall act under their specific direction or as he or she may be instructed thereto by the village manager, and the village manager is hereby empowered to carry out and execute the terms of this article and to aid him or her in fulfilling the same he or she may require members of the police force or fire department to assist him or her.
