No person shall engage in the sale at retail of cigars or tobacco in any form, including cigarettes, without obtaining a license as provided in this chapter. Applications for such licenses shall be made in writing to the village manager; and he or she shall cause an investigation to be made of the character of the applicant. No such license shall be issued to any person who is not of good character. For the purpose of this section,
SALE AT RETAIL shall include sales by means of vending machines and a separate license shall be required for each vending machine dispensing tobacco in any form.
