All taxicabs licensed under the provisions of this article shall be kept in good mechanical operating condition and in a clean and sanitary condition. The chief of police, and the village manager, shall be and are hereby empowered to inspect such taxicabs at any time. The village president shall and is hereby empowered to revoke the license with respect to any taxicab that is not kept in a safe, clean and sanitary condition.
