§ 32-27 REFUSAL TO CARRY PASSENGERS.
   No driver of any licensed taxicab operated under the provisions of this article shall refuse to convey with the village limits, any person, with or without baggage, when applied to for that purpose, or, having undertaken to convey such person, shall omit or neglect to do so.
