When more than one passenger is waiting for a taxicab at the Park Avenue Railroad Station platforms, the taxicab driver shall be permitted to convey not more than that number of persons for which the taxicab has seating accommodations; provided, that this does not delay the departure of the first passenger who engaged the cab. From any other departure point, the first passenger who engaged the cab shall not be required to share his or her ride with other passengers.
