Each holder of a taxicab license issued under the provisions of this article shall maintain a register showing the names and addresses of every driver in his or her employ and a daily record indicating the name of each driver and the number of the taxicab operated by him or her each day. This record shall be subject to inspection at any time by the chief of police.
