Every applicant for a taxicab driver's license shall:
(a) Be of the age of 18 years or older;
(b) Be physically sound and have good sight and not subject to epilepsy, vertigo, heart trouble or other infirmity of body or mind which might render him or her unfit for the safe operation of the taxicab; and
(c) Be able to read and write the English language.
