The plan commission may from time to time prepare and recommend to the president and board of trustees of the village such changes in the official plan as may be deemed necessary by the president and board of trustees or by the plan commission. Such changes shall become part of the official plan after their approval by the plan commission and their adoption by the president and board of trustees as amendments to this article.
