(a) There shall be assigned to each 1,000 feet of street frontage 100 building numbers. The even building numbers on the north and south streets or streets running in a northerly or southerly direction shall be on the westerly sides of such streets and the odd numbers on the opposite sides thereof. The even building numbers on the east and west streets or streets running in a westerly or easterly direction shall be on the south sides of such streets and the odd numbers on the opposite sides thereof.
(b) The village clerk shall assign or caused to be assigned to each lot or house its proper number and shall inform the owner, agent or person on possession of such premises as to the number thereof at any time upon demand.
