§ 30-61 REMOVAL OF UNAUTHORIZED STONES, SIDEWALK APPROACHES, ETC.
   (a)   The village manager is hereby authorized and directed to cause the removal of any stones, boulders, stepping stones, sidewalk approaches, flagstones or other obstructions or barricades which may be placed, constructed, maintained or existing in any public thoroughfare in any place or manner not authorized and permitted by the terms of this article.
   (b)   For the purpose of such removal, the village manager is authorized and directed to employ, if necessary or expedient in his or her opinion, the several members of the police department or fire department to assist him or her in the necessary work of such removal.
   (c)   Prior to the removal of any such obstruction the manager shall cause to be mailed to the owner, occupant or person in control of the property immediately adjoining or abutting the public thoroughfare where such obstruction to be removed is located, notifying him or her that the same must be removed within a specified time, not less than five days from the date of such notice.
   (d)   If the obstruction is not so removed by such owner, occupant or person in control of such premises within the time specified, the village manager is hereby authorized and directed to immediately remove the same as herein provided.
   (e)   In the event of such removal, such owner, occupant or person in control of such premises shall reimburse the village for its expenses and if the same is not paid within a reasonable time the cost and expense of such removal shall constitute a claim and demand against such owner, occupant or person in control of such premises, and shall be recovered in a suit therefor in the name of the village.
