It shall be unlawful for any person to place, construct, maintain or control or assist in placing, constructing, maintaining or controlling upon any street, avenue, alley, parkway or public thoroughfare within the village any stones, boulders, stepping stones, sidewalk approaches, flagstones or any obstructions or barricade of any kind whatever, except as authorized and provided in this article.
