§ 30-56 PROJECTIONS, SIGNS, ETC., FROM BUILDINGS, ETC.
   (a)   Except as otherwise permitted by § 30-54 of this code, no person shall place or suspend or cause or permit to be placed or suspended from any building, structure, lot or place any goods, wares or merchandise whatever, or signs or advertisements or rigid canopies or awnings of any kind or any other thing so that the same shall project or extend from the wall, front or side of any such building, structure, lot or place into, over or upon any public street, alley or sidewalk.
   (b)   The provisions and regulations of this section shall not apply to such educational, charitable, civic, religious or governmental signs in accordance with the following standards and as may be approved by the village manager:
      (1)   Erected in a safe and secure manner; and
      (2)   Erected so as not to constitute a traffic hazard because of size, shape, color, position or wording.
