Only one parking cutout per residence shall be permitted on any public thoroughfare. No parking cutout shall be permitted on a public thoroughfare having a pavement width of more than 20 feet. No parking cutout shall be permitted that would interfere with or obstruct in any way any village public improvement, such as water main, hydrant, sidewalk, manhole, catch basin or sign; that would necessitate removing any trees; or that would create a hazard or endanger the public safety.
