§ 30-50 SPECIFICATIONS.
   (a)   A parking cutout shall be constructed according to the following specifications, the details of which are on file in the office of the director of public works.
   (b)   The construction work shall consist of a seven-inch water bound macadam base and a two-inch State Department of Public Works and Buildings, Division of Highways, specification known as "bituminous concrete dense fine-graded aggregate type, subclass I-II" surface.
   (c)   If a curb exists along the edge of the existing pavement across the location of the proposed parking cutout, the existing curb shall be removed and a new curb shall be constructed to separate the parking cutout from the parkway. The curb to be constructed shall be 18 inches in depth, six inches wide at its upper surface, and eight inches wide at its base. The upper surface adjacent to the parking cutout shall be rounded at the top to a radius of three inches. The parking cutout curb shall be connected to the present street curb with two curves having radii of three feet. This curb shall be constructed of portland cement concrete containing one part of portland cement, two parts sand and four parts crushed stone or gravel.
   (d)   The parking cutout shall be no longer than 38 feet either at the existing curb line or at the gutter line of the existing pavement and shall be no wider than eight feet measured perpendicular to the present street pavement.
   (e)   Where no curbs exist at the gutter line, the lines of the parking cutout shall conform to the curb lines as stated in this section.
   (f)   The elevation of the pavement of the parking cutout at the gutter line of the street shall conform to the elevation of the existing pavement at the gutter line, and in no case shall the parking cutout be constructed in such a way as to block, retard or change the direction of any flow of water that might at any time reach such gutter.
