It shall be unlawful for any person, to construct upon any street, avenue, alley, parkway or public thoroughfare within zones A, B, C and D of the village, as defined in the zoning ordinance, a parking cutout, or to use any portion of such street, avenue, alley, parkway or public thoroughfare for a parking cutout, except in compliance with and under the terms of this article.
