It shall be unlawful for any person to make any excavation in any street, parkway, alley or public place or to grade or disturb the surface of any street, alley, parkway or public place or to tunnel under any street, parkway, alley or public place in the village by means of any mechanical power driven or operated machine without first having obtained a permit to use such machine for such purpose.
