Driveways connecting with paved streets shall be paved with bituminous surface, portland cement concrete or other comparable hard surface pavement, in accordance with plans and specifications on file in the office of the director of public works. A bituminous surface shall have a minimum depth of one inch without any loose material on top and shall have a base of water bound macadam at least six inches in depth. Portland cement concrete driveways shall be at least six inches in depth and shall be constructed of concrete containing one part of portland cement, two parts sand and four parts crushed stone or gravel, on a compact base. That portion of any driveway that crosses any concrete sidewalk shall be constructed of portland cement concrete six inches thick.
