(a) The village manager on receiving an application for a driveway permit may issue a permit for the construction of one driveway to any one lot or parcel of land concerning which such application shall have been made.
(b) The village manager shall, in his or her discretion, upon application as aforesaid, issue a permit for one additional driveway to any lot or parcel of land concerning which such application shall have been made or issue a permit for two additional driveways to any corner lot or corner parcel of land concerning which such application shall have been made, if, upon investigation, he or she shall find that the construction and maintenance of such additional driveway or driveways shall not substantially impair, endanger or interfere with the public safety.
(c) In exercising such discretion the village manager shall consider the amount of pedestrian and vehicular traffic on the proposed driveways and on the street or sidewalk adjacent to the property sought to be connected with any street or thoroughfare. He or she shall also consider the grade or elevation of the public street with which any such driveways are to be so connected to any street intersection, railroad or railway crossing, fire or police station or school or church.
