Any person desiring to construct or alter any private driveway referred to in the preceding section shall make application for a permit therefor to the village manager and shall pay a permit fee as set forth in the village’s Comprehensive Fee and Fine Schedule. No construction or work of any kind shall be done or permitted on such proposed driveway until and unless such permit is duly applied for and issued. Upon the receipt of such application upon the forms prescribed by the village manager, if the same shall be found to be in accordance with the terms of this article, and on the payment of such permit fee, the village manager shall issue such permit, subject to the conditions and terms of this article.
