(a) Any person laying or repairing any pavement on a street, sidewalk or other public place, shall maintain suitable barricades and warning signals to prevent injury to any person by reason of the work, and shall have the barricades lighted at night.
(b) It shall be unlawful to disturb any such barricade without proper authority.
