(a) All streets, sidewalks, alleys and public ways in the village shall be under the supervision of the village manager.
(b) He or she shall have general charge of the construction and all other work done on such places, shall superintend the cleaning thereof; and shall see to the enforcement of all provisions of this code and other ordinances and laws relating thereto.
