All persons doing business as scavengers in the village shall be fully in compliance with all provisions of this code and other ordinances relating to the business, or relating to traffic or to the movement of vehicles on the streets. Care shall be taken when removing any garbage or offal that no waste material is permitted to fall or remain on any premises. It is unlawful to employ as driver of any vehicle or as helper therefor any person who is not a person of good character.
