§ 27-6 OBSTRUCTION OF CROSSINGS.
   (a)   No railroad locomotive engine, car or train shall stop in or remain upon any crossing within the village for a period longer than five minutes at any one time, under a penalty of $10 for each and every consecutive five minutes any such locomotive engine, car or train shall be permitted to so remain in or upon such crossing; provided, however, that in case a wreck should take place at any such crossing, reasonable time shall be allowed to remove any obstruction that may be caused by such wreck.
   (b)   Should any crossing in the village remain obstructed, in whole or in part, by any train for and during the period of five minutes, it shall be the duty of the railroad, on or before the expiration of five minutes, when from any cause the entire train cannot be propelled or removed to any one side of such crossing, to cause such cars as may be on or near such crossing to be uncoupled and the obstructing cars to be removed from the crossing and leave the crossing entirely clear. When the train is again coupled it shall be removed from such crossing immediately.
