(a) This chapter shall be known and may be cited as the "comprehensive plan ordinance."
(b) It is the purpose of this chapter to adopt a comprehensive plan for the development of the Village of Glencoe. Such plan shall be advisory and in and of itself shall not be construed to regulate or control the use of private property in any way, except as to such part thereof as is hereinafter implemented by ordinances duly enacted by the president and board of trustees. Such plan does not commit the village or any other governmental agency to the expenditure of public funds.
