§ 25-15 APPLICATION; INVESTIGATION OF APPLICANT; CERTAIN PERSONS NOT TO BE LICENSED.
   Applications for licenses required by this article shall be made to the village manager in writing, and shall state the location intended to be occupied. Upon receipt of any such application, the village manager, or any person authorized by him or her or the village president to do so, shall investigate the character of the applicant and shall report to the village manager the result of such investigation. No such license shall be issued to any person of bad character or to any person who shall have been convicted of receiving stolen goods, burglary or robbery.
